[RFE] Remove ironic CLI in S* cycle

Bug Description

We've deprecated the ironic CLI in the Queens cycle [1]. The plan is to remove the ironic CLI in the S* cycle.

This is a placeholder/reminder for us to (agree to) do it when the time comes.

Need to remember to announce (and maybe more than once) that this is going to be removed.

Need to help/make sure that openstack projects have migrated to the OSC baremetal CLI before we actually remove it.
