Bug Description

Just as description of Bug#1400816 (https://bugs.launchpad.net/manila/+bug/1400816),
but the patch(https://review.openstack.org/#/c/141768/3) just fixed the error message in manila share delete method, and the user with CLI still cannot get the detailed message now.

    Sync the oslo commom exceptions file to resolve detailed error message

    Now the file(openstack/common/apiclient/exceptions.py) we use cannot
    resolve all the detailed error message from http response.

    Sync the file "openstack/common/apiclient/exceptions.py" from
    oslo-incubator to get the detailed message.
