Bug Description
Expected workflow:
1) Extending a share
$ manila extend testshare 20 --wait
<CLI waits on the share to become available (i.e., has been extended) before providing share details>
2) Shrinking a share
$ manila shrink testshare 10 --wait
<CLI waits on the share to become available (i.e., has been shrunk) before providing share details>
