The "openstack volume create" option offers a --user option:

--user <user> Specify an alternate user (name or ID)

The Cinder v3 API does not provide any matching attribute in POST /v3/{project_id}/volumes (as documented at https://developer.openstack.org/api-ref/block-storage/v3/#volumes-volumes).
