etcd3 driver failing with "etcdserver: not capable"

Bug Description

This is intermittently failing the unit tests with etcd3. Based on my investigation it appears that we need to wait for etcd3 to complete its version negotiation[1]. Adding a sleep to the unit tests works around the problem but is obviously not a solution. Most likely the etcd3 driver should handle this and wait a bit for etcd3 to finish coming up.
