Bug Description
We have seen that the etcd tests in tooz fail on good patches far too often. We may be running into the same IOP limitations from the CI cloud providers that some other projects have. They addressed the issue by moving the etcd storage to a ramdisk, we should look into doing the same thing.

We've removed etcd3 driver so I think we can close this.
