Support per file commit messages.

Bug Description

MySQL uses per file commit messages. I think it is important for us to support this.

We need to do the following:
* Have a place in the commit dialogue to enter a message per file.
* View this in various places:
  * qlog - in the file list.
  * qbrowse
  * qannotate

I'd prefer if we don't support this, but I don't mind as long as it's not available in the default configuration.

For the view commands, that's easy.You only show the extra ui if there
are per file messages.

I'm not to sure how you decide when to show the extra ui for the
commit dialogue. Any ideas?

bzr-gtk has a configuration option, I'd do the same. I really consider this a nasty hack and a very bad workflow, so I wouldn't want to make this visible to new users.
