Fix permission on vhost creation

Bug Description

When creating a new vhost, almost always you have to adjusting the permission of the folder manually.

A sysadmin may want the folder to have www-data or root permissions on the folder.
A webdev may want the folder to have its user's permissions (to edit the files freely with a text-editor)

We shuold figure out a non-intrusive way to allow the user to set the permission of the folder.

I think we should just set the other to allow read writes to all files/folders with a prompt warning that we are doing it are you sure yes/no

My suggestion is to allow the admin to choose the owner of the site from a drop menu, then have Apache run as that user. The admin would need to manage ftp users, samba users and database users to have compatible permissions for writing to the site. I feel it is more a feature request than a bug though.

@oi_antz: this is definitely a feature request. It comes from
developers themselves and it's marked as whishlist ;-)-
@KillerKiwi: read-write for others is a chance, but my guess is
choosing an owner for the directory would be much more appropriate.
I'd just present a drop-down with root/www-data/<username> on top, and
the rest of users in following.

I still want to think about it better, anyway.
