rpmbuild auto provides not listing shared libraries

Bug Description
rpmbuild in Ubuntu gnome 15.04 does not auto add shared libraries to provides list so listing with:
rpm -qp --provides rpm_file
does not list shared libraries contained in rpm package.
I have tried Autoprov and Autoreqprov set to yes but nothing works.
Packages generated on 64bit Fedora 19 contain shared libraries when using the above query (provided autoprov is enabled during rpmbuild execution) - query works both on Fedora and on Ubuntu gnome if package is created in Fedora.
rpm and rpmbulid version on both OS-es is 4.11.3.
