I've rebased the patch against this reference tarball

The rebased patch is at

    http://wraptastic.org/pub/jbj/rpm514-netsnmp-5.4.1.1.patch

Note that you also will need to do

    CPPFLAGS=/usr/include/rpm

before running configure.
