Hi Gregory,

Sorry you are having this problem!

I just tried and succeeded logging in from instagram 2.4.0 (not released to store until OTA10 is released) on:

phablet@ubuntu-phablet:~$ system-image-cli -i
current build number: 305
device name: krillin
channel: ubuntu-touch/rc-proposed/bq-aquaris.en
last update: 2016-04-04 10:23:09
version version: 305
version ubuntu: 20160

So this issue with the instagram child scope is fixed and just awaiting release.

Thanks for reporting!

This is an issue with Instagram scope and has nothing to with the Photos scope, so I have added savilerow project (currently our big umbrella project for lots of scopes) and I've removed photos-scope. Cheers

This has been fixed in OTA-10 (as indicated above by @knitzsche) and now appear to be working fine...
