Cannot write platform key on Lenovo E330 in setup mode

Bug Description

On a Lenovo E330 (Ubuntu 13.04 x64, Linux 3.8(Default Kernel) and 3.9.9), running
sudo sbkeysync --verbose --pk --efivars-path /sys/firmware/efi/efivars
results in all keys/databases EXCEPT the PK being installed. The only error message is:

Inserting key update /etc/secureboot/keys/PK/haven-uefisbcert.der.siglist.PK.signed into PK
Error writing key update: Permission denied
Error syncing keystore file /etc/secureboot/keys/PK/haven-uefisbcert.der.siglist.PK.signed

There are no other Platform Keys in UEFI, and the machine is in Setup Mode.

There is no output to dmesg logs either.
