node-recover complains about Action parameter not recognizable

Bug Description

When doing senlin node-recover, the engine complains that the action parameter is not recognizable. This was introduced since the 'check' parameter was added. With more than one possibility of parameters, the checking logic has to be revised.

    Fix node recover parameter check error

    After the 'check' parameter was added to the node-recover operation, the
    parameter check logic is now buggy. A normal node-recover request is
    also leading to a parameter not recognizable error. This patch fixes the
    bug.
