Ubuntu cloud tutorial missing a package

Bug Description

In the Ubuntu 12.04 LTS Cloud guide (https://help.ubuntu.com/12.04/serverguide/ubuntucloud.html), where you are installing the openstack Nova Compute modules there is a package missing from the install instructions: nova-cert

Without this package, it fails in the following steps:
sudo nova-manage project zipfile project1 user1
unzip nova.zip
source novarc

The nova.zip file never gets built because the nova-cert package wasn't installed previously, and of course then you can't source novarc.

The Cloud chapter in the 12.04 Server Guide is entirely obsolete and was removed from the 14.04 version of the Guide [1], deferring to upstream. I will consider doing the same for 12.04.
