Sharing Write Permissions gives command but does not explain what or why

Bug Description
At the bottom of httpd.html, the "Sharing Write Permissions" sections shows some find commands and sets the group sticky bit so that files maintain group membership of the directory. This is not actually explained. It would be nice to explain this so that new users can learn the what and why and not just the how.
