Initial image in DrawingTool shouldn't be locked by default

It's inintuitive as to why can't you move the initial image in the DrawingTool - it's so because it's locked. This was done with reasoning that this would help people against moving it by accident... however it's also hard to figure out, and sometimes you want to use the image of a bigger collage and thus want to move.

it'd be good to reverse this default, see if there are any user complaints - if none or little, then this change can be considered as a bonus since people will be more easily able to figure out and move the initial picture.
