Bug Description
I don't have particular ideas about implementation, but with the growing number of PINES SIP accounts, it occurred to me recently that this would be far better managed via the DB/UI. Right now, SIP accounts are defined in the <accounts> section of oils_sip.
I'm not sure whether this needs a corresponding bug for SIPServer. I guess it depends on how it ends up getting implemented.

In this case, the same bug can also serve for SIPServer, so I've added it (as changes to SIPServer would almost certainly be required).
