Testing in a fully up-to-date focal VM, I disable the network interface and then reboot the machine. When launching "Ubuntu Software", I am first greeted by a wait screen that tells me it's updating the list of software, and there are no tabs or any other UI elements in the window. This screen stays on for about 15 seconds, presumably until the application realizes there is no internet connection.
Then the tabs appear, and the first one ("Explore") has 7 elements.
The second one ("Installed") displays a spinner that goes away after quite some time, and after that the page remains blank.
The third one ("Updates") displays a message suggesting to connect to the internet to look for updates.
