Unable to release classic snap to beta channel

We shouldn't be mentioning the word "publish" but instead use the "push" and "release" primitives as those are the actions exposed to the user. Can we make sure the language is updated in the store errors?

My comment comes aside from a more specific error code and/or message from the store so a user can figure out what to do.

Just ran into this too. Until I checked my email after building a new snap I didn't realise that it had gone to the queue for review. I tried to use snapcraft to release the build to edge:

laney@raleigh> snapcraft release appstream-generator-laney 3 edge
Snap is not ready to be published.

but the error message is a bit lacking and I actually just thought that I needed to wait a bit :(. Do we need to poke the store people to provide more information for snapcraft to use?

Yeah, that message comes straight from the store, the store is also the entity that knows why it cannot be published.

This is an InconsistentStateError. Check if that class ships enough state for snapcraft to give more information, or whether we should augment the payload when we raise this error so that the reason is clearer (e.g. is the queue held up by a manual review? what?)
