Stage package cache is never cleaned

Bug Description

Snapcraft caches stage packages in caches unique to the hash of the sources. It does this so, for example, packages from the Catkin plugin (which uses a different set of archives) is kept separate from packages from the normal archives. However, this cache is never cleaned and will grow over time, as new packages are fetched and as sources change.

An easy workaround is to manually remove the cache (~/.cache/snapcraft), so setting to Medium.

I started to report this yesterday but was unsure if it was actually a feature. In my case I deleted almost 1GB. Perhaps snapcraft needs a reset-cache option.

Yeah simply exposing an easy way to manually clear the cache (ala apt-get clean) is probably the easiest solution.
