Bug Description

 $ snapcraft push apport-bdmurray_2017.04.17.3_amd64.snap

The store was unable to accept this snap.
  - binary_sha3_384: A file with this exact same content has already been uploaded

It would have been nice if I didn't have to wait for the snap to upload before getting this error message.

Snapcraft isn't the one telling you this, it's the store. The store doesn't know the hash of the snap until it's been uploaded, which is why you had to upload it first. In order for this to happen sooner, the store will need to grow an API for it.
