integration tests will fail if there's an update available

Bug Description

When there's a real update available during the execution of the integration tests, the test autoupdateMsgSuite will download and install the new version but won't reboot to apply it. Then, the failover tests will fail because they expect the wrong version:

FAIL: /home/jenkins-slave/workspace/github-snappy-integration-tests-cloud/src/github.com/ubuntu-core/snappy/integration-tests/tests/failover_rclocal_crash_test.go:31: failoverSuite.TestRCLocalCrash
... obtained string = "16.04.0-22"
... expected string = "16.04.0-23"
... Rebooted to the wrong version

Setting priority to medium because if we generate a new image, this won't happen. And a new image should be generated after every update in the snap channel. So, this will only affect the executions that are running while the new image is being generated.
