Can't install snap in LXD container

Bug Description

I can't install a snap in a LXD container. I'd heard this was fixed, recently upgraded snapd, but it still doesn't work.

I believe we need to SRU snap-confine 1.0.44 to get this to work.

This issue prevents the verification of [1], which is one of the bugs assigned to SRU snap-confine 1.0.44, Zygmunt could you please take a look when you have a moment?

Hm, looks like snap-confine 1.44 is still in xenial-proposed. Do we know why?

Nowadays xenial-updates has snap-confine 2.21, btw.
