Bug Description
For pulseaudio snap tests on pi3 I needed an updated pi3 snap from edge to include a fix for audio support, but config.txt didn't update. Then I used an image built from edge where config.file included the updated bit.
Current result: updating core does not update config.txt
Expected result: config files should update too, not only with fresh built images
