The latest Ubuntu Core is currently UC16 and is based on the 16.04 long-term support release of classic Ubuntu. UC18 is currently under development and its beta is set to release at the same time as the 18.04 long-term support release of Ubuntu.
Given that Core18 has been available for a while and 19.04 is about to be released, this should probably be updated or rewritten to not be affected by releases over time.

The Ubuntu Core documentation badly needs updating, including its Getting Started page, and we've been working on a major overhaul of the complete set of docs. We're going to start publishing these soon, starting with the Getting Started guide - hopefully within the next few weeks.
I'll leave this ticket open until it's published, but we just wanted to let you know it's being worked on and will be fixed.
