Bug Description

google:ubuntu-core-16-64:tests/main/core-persistent-journal sporadically fails on 'snap set core journal.persistent=false' with 'error: cannot communicate with server: Put http://localhost/v2/snaps/core/conf: EOF'.

Could not reproduce by running the test in a loop (with -repeat 500), nor in a few runs of entire test suite. Might be affected by some other test.
