Bug Description
if we trigger a transition to recover mode without ever having run console-conf, console-conf will run and allow configuring the user with a system when we enter recover mode, but the user configured will only exist on the tmpfs recovery data system. It's unclear if this is desirable or not to be able to configure an unconfigured system when recover mode is triggered.
