race condition when running snapcraft

Bug Description
There might be a race while installing snapcraft inside an lxd container:
$ snapcraft
Launching instance...
cannot snap-exec: cannot exec "/snap/
Failed to execute pack in instance.
Full execution log: '/home/
But running it again it was fine:
$ snapcraft
Launching instance...
Executed: skip pull base (already ran)
Executed: skip pull consoleconf-deb (already ran)
Executed: skip pull probert-deb (already ran)
Executed: update sources for bootstrap (source changed)
Executed: skip pull splash-theme (already ran)
Executed: skip overlay base (already ran)
Executed: skip overlay consoleconf-deb (already ran)
Executed: skip overlay probert-deb (already ran)
Executed: update overlay for bootstrap ('PULL' step changed)

...
I've attached the log output.
This looks more like a potential snapd issue considering that /snap/snapcraft /x1/bin/ python is dereferenced from metadata in meta/snap.yaml
