[network-manager][1.10] snap doesn't support lxd or multipass builds

Bug Description

The nm 1.10 snap (https://code.launchpad.net/~network-manager/network-manager/+git/ubuntu/+ref/snap-1.10) doesn't build using lxd or multipath. There error output is:

Pulling networkmanager-common
Building changelog
Building dnsmasq
error: can't open patch '../../../snap-patch/dnsmasq.patch': No such file or directory
Failed to run 'override-build': Exit code was 128.
Run the same command again with --debug to shell into the environment if you wish to introspect this failure.

The snap can only be built on the host like this:

$ SNAPCRAFT_BUILD_ENVIRONMENT=host snapcraft
