Bug Description
Network-Manager sends out DHCP Discover requests on a DHCP configured network interface, like it should.
Upon investigation on why the unit does not get a IP address, the router complained of DHCP "snooping", and as previously reported on systemd DHCP client, this happened as well, some routers does not accept the DHCP Discover request, as it is being filtered.

Is there a way in the Network-Manager snap to allow the "internal" dhclient to set the broadcast flags?
