No way to report malicious applications

Bug Description

If a user identifies a malicious application in the store, there's currently no visible way for them to report that to the security team, store admins or any other responsible party.

For example, Android apps in the Google Play web store have a "Flag as inappropriate" link, which leads to some documentation detailing how to report 'bad' apps. https://support.google.com/googleplay/answer/2853570?p=report_content&rd=1

We should probably have a similar system for reporting concerns from a device (computer or mobile device), or via a web based store.

The Ubuntu Security team has previously requested something similar. A more discoverable email based reporting method would be a fine first step but a solution integrated into the store and platform is our desired longer term solution.

I don't think this belongs on the developer portal, as that's not been designed for or architected to scale for end users. This feature should exist on either or both snap and snapweb.
