Redirect staging emails to logs

Our current staging config uses an smtp server, which will send out real emails.

I'm landing a config change now which will, on staging, send the emails direct to a file so I can QA, using the filebackend [1], but ideally we'd send them to the logs using the console backend [2] with a file stream so that email ends up in the standard logs which we can access without webops.
