Bug Description
We noticed that merge/build errors occasionally happen on gate, for example the merge of Patch Set 13 failed for https:/
In the above case solum-deployer missed a message for deleting an assembly, so functional tests failed.
Furthermore, we also found on Ubuntu 14.04 solum rpc servers can never get messages from rabbitmq.
Suggest to look at heat-engine code about how it uses oslo.messaging.
