lp import ssh key error failure when offline confusing

I accidentally started an offline install (had disabled dhcp in my default libvirt network for a different test). Since I didn't realize this, once I got to the part about importing ssh keys, I said sure - grab 'em from LP!. But it failed, and it gave me an error message that made it sound like I'd picked the wrong user name.

If the install is offline - should it even give you the import option?
