No installer update is offered for manually configured networks

Bug Description

If the installation is performed without DHCP and the network is configured manually there is no offer of updating the installer snap.

Test case:
1. Create a VM with NO DHCP available.
2. Boot subiquity ISO (also happens on Groovy).
3. Go through screens and configure your network manually on the "Network connections" screen.
4. Press "Done" until passed over the "Mirrors" tab (where the 2nd Refresh is expected - at least that's what's happening in dry-run).

Actual result:
No offer for updating the installer.

Expected result:
There should be a screen allowing to update the installer after manually configuring the network.

Hmm thanks. I see a couple of strange things. Can you try the image from http://cdimage.ubuntu.com/ubuntu-server/focal/daily-live/current/ ?

I have tried with ISO from the location you pointed to - the behavior is the same, although according to `snap info subiquity` version available in the snap store (latest/stable) is identical to the installed on ISO, so it was either silently upgraded or there's nothing to update.

Ah yes I guess you wouldn't expect to be offered a refresh in that situation. I found a bug in any case though: https://github.com/CanonicalLtd/subiquity/pull/799

Great news, thanks Michael. I'd love to test it. Is there a trick to trigger an update when e.g. updating the regular focal iso with a self-built snap?

From what I saw manually installed snap (with ./scripts/inject-subiquity-snap.sh) has version set to x1 and it seems to superseed whatever is available via snap store.

Testing this sort of thing is definitely awkward. It is possible to put an
"asserted" snap into an ISO using inject-subiquity-snap.sh but only
subiquity developers can make assertions for subiquity using the stroe.
IOW, I'll test it :)

Michael, is there any chance the fix will make it to 20.04.1? According to the release schedule it's going to be released on Aug 6.
