Very very nice findings @mfo, thanks a lot! That explains everything - likely in my test I've added the parameter _before_ the line ending...
It's unfortunate we cannot break the test with ctrl_c, hopefully there's a way for that, but if not, at least the bug in the line parsing is fixed. Hopefully we can get your patch accepted quickly and have it backported to Focal.
