Bug Description

Try install on existing partition with
ubuntu-desktop-installer installed: 0+git.ca9dfb8 (191) 119MB classic
install crash with: install failed crashed with CalledProcessError
but the crash is not sent with a message:
Problem in subiquity
The problem cannot be reported:
This problem report is damaged and cannot be processed.
PermissionError(1,'Operation not permitted')
crash file attached.

BUT INSTALL WAS SUCCESSFUL! I'm now writing from the new install!

The failure is in the unattended upgrades step, visible in lognew.zip.

uu log has this:
2021-11-26 09:09:34,671 WARNING System is on metered connection, stopping

Does that return an error code? If so, that should not be considered an install failure. If not, what step returned failure?

Again same problem with ubuntu-desktop-installer 199 from canary ISO dated 2021/12/03
with same message:
