Flight mode connection

I'm using BQ phone with devel-proposed channel.

Problem is that sometimes (very often actually), when you go in flight mode and then go back to a connected mode, even if only WIFI was enabled when you activated flight mode, bluetooth may start, or localisation service may start.
In other words, it is like if the system doesn't save the state of the connection when entering in flight mode and when you go out of that mode, system enables some connection which were not enabled before.
