validate vnfd before persisting it in db

Bug Description
For example, when user trys to create VNFD with invalid VNFD, tacker does allow to create it.
But its needs to be validated and only if its proper template then user should be allowed to create it, otherwise, return error to user, mentioning its invalid one.
I tried to create VNFD, with sample HOT template and tacker allowed to create an one.
