Bug Description
taas agent disables mac learning of the per-vif bridge used by hybrid plugging.
we should do either of the following:
a) make nova vif driver disable it unconditionally
b) make taas agent restore the setting
the former would be simpler if there's no negative impact. (eg. performance penalty)
