Bug Description

When landing a pipeline of branches, with prerequisites, Tarmac does not land in the order that they're approved, so it may attempt to land a later branch first, resulting in:

The prerequisite lp... has not yet been merged into lp:maas.

For example, see https://code.launchpad.net/~allenap/maas/pxe-intel-arch-config-2/+merge/121097.

It would be great if Tarmac were able to sort by the approval time and work through the branches in order.

It would be even better to solve the problem independently of approval time and rely on dependencies instead.
