Networks tests run if Quantum not deployed

Bug Description

As is, the Quantum tests will run and create false positive results if Quantum is not installed. We should check the service catalog before these tests are run to see if the Quantum endpoint is present and skip these tests if it is not.

    Fix LP #1006198 - Network tests should be skipped if no Quantum

    * Adds base network test case class that handles
      skipping if network client returns no endpoint
      found for network (Quantum)
