extend-volume API has been implemented in cinder, so the API test should be implemented.

Now LVM driver does not have extend-volume feature, so we need it for tempest test if testing this API.
The issue has been reported on https://bugs.launchpad.net/cinder/+bug/1215672

    - test_volume_extend
    - test_volume_extend_with_size_smaller_than_original_size
    - test_volume_extend_with_non_number_size
    - test_volume_extend_with_None_size
    - test_volume_extend_with_nonexistent_volume_id
    - test_volume_extend_without_passing_volume_id
