Add a series of basic authorization tests that verifies users cannot take basic actions on entities that are not associated with their account.

    Addresses lp#940832

    * Refactored openstack class to be parameterizable
    * Added basic authorization tests
    * Added unauthorized exception
    * Renamed users to be more specific of their type
