Bug Description

Currently, Tempest will try to run all tests even if the images or flavors in the configuration file are invalid or not set. Tempest should be modified to inspect the environment and configure itself and if not possible, fail before tests are even executed.

    Addresses lp#948243 - Tempest handles misconfig better

    * Added Tempest base test class with test data
    * Added logic to base test to reconfigure Tempest
      if the flavor/image sections are missing or if
      the provided values do not exist
