Bug Description

we can't do hiera interpolation for ceph because it uses ansible only

this was fixed in rocky with [1] but still affects queens

    Remove hiera interpolation from ceph-ansible parameters

    We can't interpolate hiera parameters when setting values
    for the ceph-ansible parameters.
