Networker role has a different ssh config than other services In rocky and queens

Bug Description

In stable/queens branch, roles/Networker.yaml doesn't have OS::TripleO::Services::Sshd.

Because of that, Networker nodes sshd_config is different from controller/compute nodes.

This was fixed in Stein via https://review.opendev.org/#/c/638852/

    Add SSHD composable service to Networker role definition

    The composable service OS::TripleO::Services::Sshd is
    enabled by default in the overcloud but it is not included
    in the default Networker.yaml role definition.
