ceph-ansible logs aren't in the right place

Bug Description

Hello there,

The ceph-ansible run logs aren't located in the pointed place, at least for standalone deploy.
While the task points to ~/standalone-ansible-TEMP/ceph-ansible/ceph_ansible_command.log, it's now located in ~/ansible.log

This is probably the same kind of issue as described in https://launchpad.net/bugs/1859183 and squashed with https://review.opendev.org/702212

    Add support for ceph_external_multi_config

    Add new parameter which may be used to trigger
    additional runs of ceph-ansible where each additional
    run uses extra_vars from each key in the new
    parameter to configure the overcloud to use more
    than one external Ceph cluster. Supported only
    for the ceph-ansible client role.

With the merging of:

 https://review.opendev.org/708252/

The ANSIBLE_LOG_PATH will no longer be inherited from config-download so the ceph-ansible log should go back to the default defined in:

https://github.com/openstack/tripleo-ansible/blob/master/tripleo_ansible/roles/tripleo_ceph_run_ansible/tasks/main.yml#L33

I mentioned this earlier:

 https://review.opendev.org/702143

since it should make the statement about "immediate log in $THE_LOG_PATH" true.

So are you still seeing the problematic behaviour reported in this bug or can we close it?
