Bug Description
/etc/hosts in undercloud has incomplete content if
- Central stack is updated after edge stack (hosts doesn't include records for edge nodes)
- Multiple edge stacks are deployed (hosts can't include records for multiple edge stacks but include only ones from central stack and One edge stack)
