Image build not executing in ovb check jobs for projects which affect the image building itself.

Description:

"check-to-build-or-not-to-build" role decides whether we need to build images or not, default_projects_need_build_list contains list of repos can affect the image building itelf.

tripleo-image-elements is one of the project that affect image build itself and is present in "default_projects_need_build_list"[1]

But recently in one of patch in tripleo-image-elements[2] we noticed image build didn't execute, logs[3]

We are writing this bug to investigate why image build didn't occur against tripleo-image-elements patch and fix this.
